Description
Built in the 1880s, the McElmo flume was a marvel of engineering, delivering water to Towaoc and area ranches. It operated until 1992, but was replaced by the concrete canals of the McPhee Project and has since fallen into disrepair. An effort to divert flood water from the Rio Grande above the communities of Monte Vista and Alamosa was undertaken by local government and private interests. This report will evaluate the use of irrigation ditches for flood control in the San Luis Valley.
